[SMM Hydrogen Policy Update] Wuhan Municipal People's Government: Three-Year Action Plan for Hydrogen Energy Industry Development (2025–2027) Notice

On September 29, 2025, the Wuhan Municipal People's Government issued the "Wuhan Hydrogen Energy Industry Development Three-Year Action Plan (2025–2027)," aiming to build a clean, low-carbon, safe, and efficient energy system, cultivate and strengthen the hydrogen energy industry, and strive to establish Wuhan as a nationally significant hydrogen energy equipment hub and hydrogen energy pivot city by 2027.

The Action Plan proposes that the total output value of the city's hydrogen energy industry should reach 20 billion yuan, with the output value of hydrogen vehicles, application equipment, and parts reaching 12 billion yuan. It aims to cultivate or introduce more than six top-tier enterprises in the domestic hydrogen energy sector and over 50 large-scale hydrogen energy enterprises. Additionally, it seeks to optimize the hydrogen supply structure, establish a diversified supply system, achieve a total hydrogen production capacity of 400,000 mt per year, create hydrogen refueling loops, build 20 hydrogen refueling stations, and promote the adoption of more than 2,500 fuel cell vehicles.

The following are the specific details:

I. Adhering to Innovation-Driven Development and Promoting Breakthroughs in Core Technologies Focusing on key segments of the entire industry chain—production, storage, transportation, refueling, and application—efforts will be made to tackle core technologies such as proton exchange membranes and high-pressure hydrogen storage containers. Projects included in the municipal key R&D plan will receive support of up to 800,000 yuan. The transformation of scientific and technological achievements from universities and research institutions will be accelerated, with newly approved innovation centers receiving 10 million yuan in support. The standard system and detection capabilities will also be improved.

II. Adhering to Coordinated Development and Enhancing the Resilience of the Industry and Supply Chains Efforts will be intensified to attract and nurture enterprises and advance project construction, promote the listing of companies in advantageous fields, cultivate specialized and sophisticated enterprises, and attract top-tier enterprises and key projects. The development of hydrogen energy equipment and fuel cell vehicles will be accelerated, along with supporting equipment for hydrogen storage and transportation, while optimizing reward policies for related enterprises. The construction of hydrogen refueling infrastructure will be advanced, with subsidies provided for the construction and operation of new and renovated hydrogen refueling stations. A hydrogen supply guarantee system will be established, expanding "gray hydrogen" supply, encouraging "green hydrogen" production, and strengthening collaboration with neighboring cities to form a regional supply system.

III. Adhering to Application Expansion and Building Diversified Demonstration Scenarios Efforts will be made to promote substitution applications in the industrial sector, support steel enterprises in conducting R&D on hydrogen metallurgy technology, and guide petrochemical enterprises to expand sources of hydrogen-rich raw materials. Demonstration applications in the transportation sector will be expanded, encouraging the adoption of hydrogen fuel cell vehicles in areas such as cold chain logistics and public transportation. The promotion and application of hydrogen energy in the energy sector will be explored, particularly in scenarios like renewable energy consumption. Diversified application clusters will be established, with efforts to be included in national pilot programs and support demonstrations of hydrogen energy applications in fields such as drones and ships.

IV. Adhering to Policy Support and Improving the Funding and Talent Chain Support System The financial policy system will be refined, leveraging fiscal funds and industrial funds to guide state-owned and private capital participation in hydrogen energy industry projects and provide credit enhancement services for enterprises. Strengthen talent policy support, support high-level talents in the hydrogen energy sector in applying for the "Wuhan Talents" program, deepen industry-education integration, and accelerate the cultivation of talent echelons.

The Action Plan takes effect from October 25, 2025, and remains valid until December 31, 2027.
